
This has happened in several games a̶n̶d̶ ̶I̶'̶v̶e̶ ̶r̶u̶l̶e̶d̶ ̶o̶u̶t̶ ̶t̶h̶e̶ ̶p̶o̶s̶s̶i̶b̶i̶l̶i̶t̶y̶ ̶o̶f̶ ̶m̶e̶ ̶m̶a̶y̶b̶e̶ ̶j̶u̶s̶t̶ ̶h̶a̶v̶i̶n̶g̶ ̶f̶o̶r̶g̶o̶t̶t̶e̶n̶ ̶t̶o̶ ̶s̶e̶t̶ ̶t̶h̶e̶ ̶r̶u̶l̶e̶s̶ ̶t̶h̶a̶t̶ ̶t̶i̶m̶e̶ I'm a goof, it's not ruled out, but it has happened during games where I was pretty sure I set the rules properly. and just now, playing the american civil war again, I've had canada intervene in the war despite having the rule set to disallowing intervention.

I've, as switzerland, had germany accept my request for help. I've seen austria not go into a civil war. However, recently, I've been having the rules fail all the time. I frequently use game rules to either kill the RNG in getting certain paths (setting the Swiss Abandoned rule to avoid constant reloading because germany and austria refuse to stop being such great friends), to make certain paths somewhat viable/easier (forcing an austrian civil war to get vorarlberg and make taking their factories later easier, stopping canada from intervening in the civil war), or just to see a specific history path (avoiding totalists in the internationale, -ONLY- totalists in the internationale, etc), and before 12.1, these rules worked every time without any issue.
